Otay Mesa Detention Center

This design-build project included the new construction of a privately funded, 350,000 square-foot detention facility consisting of one-story and two-story structures. The center features 1,492 total beds, support services, perimeter fence, detection, roads and lighting, and staff and visitor parking. The structural roof system utilized long span structural steel frame with steel joists and metal roof deck, while the floor system is comprised of a structural steel frame with concrete on metal deck. The two story housing units are a combination of precast concrete modules and precast concrete walls. The overall building lateral system is intermediate precast concrete shear walls. The facility is sited on 35 acres and was built to meet American Corrections Association design standards. The building was constructed to meet U.S. Building Council LEED silver standards. Twining was hired by Sundt Construction to provide construction materials testing and special inspections services on this project. Our scope of services included field inspection of reinforcing steel, including rebar placement and inspection of epoxy rebar dowels and drilled in anchors, field inspection of structural steel welds and bolting, inspection of brick and block placement, non-destructive evaluation, and soil testing.
